Man faces prison time for sex with 14-year-old

CANTON — A Massena man will spend the next two to four years in state prison for having sex with an underage girl.

Joseph J. Belile,24, was sentenced Monday in St. Lawrence County Court as a repeat felony offender and will have to register as a sex offender. He pleaded guilty April 28 to third-degree rape, admitting he had sex with a 14-year-old girl in Massena on Dec. 8.

He was convicted in June 2003 in Onondaga County to second-degree burglary, a felony. Mr. Belile, who didn't say anything before being sentenced, was also ordered to be tested for HIV.

In other court proceedings:

A Chase Mills man rejected a claim of having sex with a girl under age 15.Donald F. Premo,51, Route 1, pleaded innocent to a single count of second-degree rape, a felony, and two counts of endangering the welfare of a child.

Premo is accused of having sex in April with a 14-year-old girl in the village of Massena and providing her cigarettes. He's also accused of looking to buy panties from a then-15-year-old girl last June.

Herbert Martin,35, pleaded innocent to a single count of first-degree promoting prison contraband. The one-count indictment handed up by a county grand jury was unsealed Monday.

The Gouverneur Correctional Facility inmate denied snapping a wooden broom handle in half that he used to stab another inmate. The alleged incident occurred Feb. 19. He is serving a prison term for a conviction for a robbery that happened in New York County, St. Lawrence County prosecutors said. County Judge Jerome J. Richards adjourned the case to Aug. 18, giving Mr. Martin time to obtain a defense attorney.
