Senate may act on NYPA nominees
NICANDRI IS ONE: Appointments on agenda of the Energy Committee

ALBANY — The north country may get a new face on the board of trustees of the New York Power Authority if the state Senate acts on nominations during its special session that begins today.

Among two trustee appointees is Eugene L. Nicandri, who retired as a St. Lawrence County Court judge in June 2004.

Gov. David A. Paterson appointed Mr. Nicandri to the board in June. He would replace Thomas W. Scozzafava, Gouverneur, whose term expired in May. Mr. Scozzafava, brother of Assemblywoman Dierdre K. Scozzafava, R-Gouverneur, was the first north country native to serve as a NYPA trustee since the early 1930s.

Before becoming a judge in 1985, Mr. Nicandri, a Massena native, practiced law in private practice, as attorney for the towns of Brasher, Lawrence, Louisville and Massena and the village of Massena.

Mr. Nicandri has served as chairman of the North Country Redevelopment Task Force. He had a role in creating a municipal electric district and performed cost and allocation analysis for hydroelectric power, according to a press release issued by the governor's office.

The former judge received his juris doctor degree from Albany Law School and his bachelor of arts degree from the University of Rochester. He also served as an officer in the Navy.

The other appointee is Jonathan F. Foster, an investment banker from New York City, whom the governor appointed in March. Mr. Foster would replace Robert E. Moses of Marietta, Onondaga County, whose term expires this year.

The two appointments are on the agenda of the Senate Energy and Telecommunications Committee, according to a spokesman for the Senate Republican Conference. The nominations then would have to clear the Senate Finance Committee before going to the Senate floor for a vote.

NYPA's seven trustees serve five-year terms and do not receive a salary.

In addition to Mr. Moses and Mr. Scozzafava, who remain trustees until their successors are confirmed, trustees are:

■ Acting Chairman Michael J. Townsend, Monroe County. Became a trustee in February 2004. Term expires in May 2011.

■ Elise M. Cusack, Erie County. Became a trustee in June 2005. Term expires in May.

■ James A. Besha, Albany County. Became a trustee in June 2007. Serving a five-year term.

■ D. Patrick Curley, Erie County. Became a trustee in October 2007. Serving a five-year term.

■ One seat is vacant. Former Chairman Frank S. McCullough Jr., Westchester County, resigned in July with two years left in his term and has not yet been replaced.

NYPA is the largest state-owned power organization in the United States.

On its Web site, the authority describes itself as a "nonprofit, public-benefit energy corporation that does not use any tax revenues or state credit."

NYPA operates 18 generating facilities and more than 1,400 circuit miles of transmission lines.
