Man jailed 4 months for shooting at an SUV

CANTON — A fuming mother lashed out at the lenient sentence given to a Lisbon man who shot out the rear window of a vehicle carrying six teenagers.

Scott J. Moore, 42, of 383 Pray Road, was sentenced Monday in St. Lawrence County Court to four months in county jail and five years' probation. He pleaded guilty in June to attempted prohibited use of a weapon.

He and codefendantSteven A. Riverswere accused of firing a 12-gauge shotgun Nov. 3 at the rear of a sport utility vehicle owned by Ann M. Loffler, Pray Road.

An unidentified 16-year-old girl who was hit in the shoulder by a shotgun pellet was treated at Claxton-Hepburn Medical Center, Ogdensburg, and released, St. Lawrence County sheriff's deputies said at the time.

Deputies attributed the incident to an ongoing feud between the vehicle's occupants and one of Mr. Rivers's children. Ms. Loffler, the mother of a teenager who was inside the SUV, said to County Judge Jerome J. Richards the justice system failed the six teenagers because the jail term should have been longer.

"These kids thought they were going to die at the hands of a 42-year-old man," she said.

Protection orders were issued for the six teenagers. Mr. Moore, who had apologized to the teens and their families before being sentenced, was ordered to pay $300 in restitution.

Mr. Rivers, 44, of 373 Pray Road, was sentenced Aug. 11 to four months in county jail and five years' probation. He pleaded guilty in June to attempted prohibited use of a weapon.

In other court proceedings:

nArthur A. Harper, 60, of 202 Washington St., Ogdensburg, pleaded guilty to first-degree criminal sexual act. He was accused of having oral sex with a then 11-year-old girl in August 2005.

He could receive 12 years in state prison and five years' post-release supervision when sentenced Oct. 6. He will also have to register as a sex offender when released from prison.
