Teachers across the state are routinely forced to reach into their own pockets to purchase supplies for their classrooms due to budget constraints, and the number of charter schools in New York has been increased by another hundred, meaning even more money will be siphoned away from public schools.

Now, Gov. David Paterson and the state Senate want to place a cap on the main source of revenue for school districts at a time when their heating and fuel costs are soaring out of control?

Surely, I can't be the only one confused.
