Fountain design winner didn't follow debate

And the winner is: Design D.

Watertown City Council members chose the design Monday night that will be painted on the Lachenauer Plaza fountain, located at Arsenal and Court streets.

The artist who submitted the design has made a living from creating art.

Jeffrey S. Rule, owner of Inkwell Graphics, 133 Eastern Boulevard, admitted Tuesday morning that he hasn’t been following the media coverage of the council’s debate over the art. But he did know he was a finalist and his drawing included the blue and teal circles.
