City man arrested, jailed on disorderly conduct beef

Immanuel G. Harper, 29, of 206 Franklin St., Apt. 409, was arrested by city police on a charge of disorderly conduct following a disturbance early Sunday in the 300 block of State Street.

Police alleged that about 2:35 a.m. he displayed threats that he was going to punch Amber L. Harper, 24.

With bail set at $500 by town of Watertown Justice James P. McClusky, he remained a prisoner Wednesday in the Metro-Jefferson Public Safety Building.

Mr. Harper was convicted of attempted third-degree criminal sale of a controlled substance and fourth-degree criminal possession of a weapon in July 2009 in Jefferson County Court, and served a three-month stay at Willard Drug Treatment Center in lieu of a prison sentence.
